Schedule: Monday to Friday, 9:00 AM to 6:00 PM, Hybrid (In office/remote)
Salary Range: $85,745.90 to $119,000.00/year
Job Summary
As a Member Outreach Manager, you will lead in outreaching to and maintaining strong relationships with care providers and union members in support of the programs of the Organizing and Member Engagement (OME) department. Your role will involve creating innovative outreach programs to increase member and community participation, engagement, and retention of union members drawing on your experience in the labor and member relation, providing guidance and mentorship to staff and member leaders.
Duties and Responsibilities:
- Strategic planning and execution: support the OME team to develop strategic plans and initiatives in the programs that serve UDW’s members and family members. This includes identifying surefire methods for increasing participation and retention of UDW members and their family members in these programs and reevaluating ways to reach performance metrics based on trends and best practices.
- Stakeholder management: Manage and cultivate relationships with key stakeholders, including care providers, staff, elected officials, partners and allies. Collaborate with stakeholders to understand their needs, address concerns, and ensure alignment on deliverables.
- Risk management: Identify potential risks and develop risk mitigation strategies to ensure operational continuity. Monitor and assess internal and external factors that may impact the IHSS program and UDW.
- Change management: Lead and facilitate change initiatives. Effectively communicate changes, manage resistance, and support employees through challenging transitions.
- Continuous improvement: Drive continuous improvement efforts by implementing best practices, analyzing processes, and identifying opportunities for streamlining operations to better serve UDW members and their family members.
- Develop and implement effective communication strategies to clearly and consistently inform and engage staff and members in department initiatives and activities. This includes organizing regular meetings and utilizing various communication channels.
- Oversee outreach initiatives that uplift and provide union members with the resources they need to thrive as caregivers in their communities.
- Collaborate with union leadership and other stakeholders to develop and execute campaigns to increase member engagement and participation in department programs. This includes identifying key issues, setting goals, creating messaging, and coordinating outreach efforts.
- Develop and maintain positive relations within the community. Collaborate with organizations and community groups that align with UDW’s goals and mission. Network and build relationships with these entities to establish a strong presence, support our programs, and keep stakeholders engaged.
- Maintain membership through engagement and development. Take an active role in developing union leaders and members by leveraging your network and attending relevant events.
- Develop and lead community organizing efforts and alliances. Identify opportunities to collaborate with other organizations and community groups to maximize impact and reach. Actively participate in community organizing activities to engage both members and providers.
- Utilize your experience in union leadership to effectively mobilize and engage union members. Develop strategies to increase membership participation for important initiatives.
- Oversee relationships with members from various ethnic, social, and economic groups. Understand their unique needs and concerns and provide tailored support and resources to ensure inclusiveness and representation.
- Ensure all member recruitment activities are accurately documented. Keep track of member profiles, notes, and other essential information. Comply with administrative reporting requirements to streamline processes.
- Analyze data and metrics: Collect and analyze data related to member engagement initiatives, such as participation rates, survey results, and feedback from members. Use this information to identify trends, make data-driven decisions, and adjust strategies as needed.
Supervisory Responsibilities:
- Develop the skills of staff and member volunteers through training, coaching, and mentoring, fostering professional growth and advancement.
- Provide guidance and support to ensure staff’s compliance with UDW policies and procedures and members’ compliance with the UDW Constitution.
- Organize workflow and allocate tasks, ensuring that employees understand their duties and responsibilities.
- Monitor employee productivity and provide constructive feedback and coaching to enhance performance.
- Receive and address complaints and resolve problems promptly and effectively.
- Maintain accurate timekeeping and other records pertaining to employee hours, leave, and attendance.
- Serve as a liaison between upper management and local member leader.
- Prepare and submit performance reports, highlighting achievements, areas for improvement, and progress towards goals.
- Make decisions on rewards and promotional opportunities based on performance evaluations and merit.
- Take the lead in recruiting new members, ensuring a diverse, equitable and inclusive membership.
- Ensure strict adherence to legal requirements and company policies and procedures, taking appropriate disciplinary measures when necessary.
- Perform any additional duties as assigned by upper management to support organizational objectives.
Knowledge, Skills, and Abilities:

- Strong understanding and knowledge of labor laws and regulations: Understanding of relevant labor laws, policies, and regulations that impact unions and member engagement. This includes knowledge of collective bargaining agreements, contract negotiations, and grievance procedures.
- Familiarity with union organizing principles: Knowledge of union organizing strategies and best practices. This includes understanding how to effectively engage and mobilize members, conduct outreach campaigns, and build strong relationships within the labor movement.
- Excellent communication skills: Strong verbal and written communication skills to effectively engage with union members. This includes the ability to articulate complex information in a clear and concise manner, actively listen to members’ concerns, and respond empathetically.
- Strong Relationship building and networking: The ability to build and maintain positive relationships with union members, leaders, and community organizations. This involves networking, attending events, and being approachable and responsive to member needs.
- Excellent problem-solving and conflict resolution: A Member Engagement Specialist must be skilled in problem-solving and conflict resolution techniques. This includes the ability to analyze issues, identify underlying concerns, and work collaboratively with members and leadership to find resolutions.
- Strong organizational and time management skills: Strong organizational skills to manage multiple tasks and projects simultaneously. This includes prioritizing work, meeting deadlines, and maintaining accurate records and documentation.
- Exceptional analytical and research skills: Ability to gather, analyze, and interpret data related to union membership and engagement. This includes conducting surveys, collecting feedback, and using data to inform strategies for member outreach and communication.
- Technological proficiency: Comfortable using various digital tools and platforms for communication, data management, and member engagement. This includes proficiency in Microsoft Office Suite, social media platforms, and any specific software used for union- related functions.
- Strong public speaking and presentation skills: Ability to confidently deliver presentations to union members, leadership, and external stakeholders. This includes articulating complex topics in a clear and engaging manner and effectively communicating the value of union membership and engagement.
- Cultural competence and diversity awareness: Sensitivity to diverse backgrounds, cultures, and perspectives within the union membership. This includes recognizing and addressing systemic barriers to inclusivity and taking steps to create an environment that welcomes and values all members.

- Leadership and mentorship: Demonstrated ability to lead a team and provide mentorship and guidance to junior staff members.
Preferred Qualifications, Education, and/or Experience:
- Bachelor’s degree in labor relations, communications, public administration, or a related field.
- 10+ years of experience working with unions or in a labor relations role.
- 10+ years of experience with member engagement, community organizing, or similar roles.
- Bilingual – proven ability to organize workers who speak a language other than English.
- Proven track record of planning and leading successful engagement campaigns or initiatives.
- Experience with conflict resolution and mediation.
- Strong interpersonal and communication skills, both written and verbal.
- Ability to work independently and within a team environment.
- Knowledge of labor laws, union operations, and workers’ rights.
- Understanding of the challenges facing union members and strategies to address these issues.
- Proficiency in using social media platforms and other digital communication tools.
- Strong organizational and project management skills.
- Cultural competency and experience working with diverse populations.
- Political acumen and ability to navigate complex organizational structures.
- Skills in training and program design and delivery.
