Workforce Labor Liaison

The Oregon AFL-CIO and the Higher Education Coordinating Commission (HECC), Office of Workforce Investments seeks to hire a full-time Workforce Labor Liaison to administer a Workforce Innovation and Opportunity Act (WIOA) contract as a member of the State of Oregon Dislocated Worker Unit (DWU). The Labor Liaison works with Oregon AFL-CIO affiliates, their members, non-affiliated workers, and state and local workforce development boards and partners to serve as the designated labor expert on Oregon’s Dislocated Worker Unit, providing rapid response services and enhancing labor’s participation in workforce and economic development initiatives. This includes various strategies and programs, including services to dislocated workers, apprenticeships, incumbent workers and other programs that support union labor. The Labor Liaison reports to the President of the Oregon AFL-CIO. The Liaison is also responsible to the HECC Director of Workforce Investments, who oversees the Dislocated Worker Unit and the Oregon AFL-CIO WIOA contract.
Job Responsibilities
- Function as the Dislocated Worker Unit Labor expert in layoffs and closures involving represented workers.
- Acquire a clear understanding of the Workforce Innovation and Opportunity Act (WIOA) rules, regulations and laws.
- Understand Oregon’s Unemployment Insurance Benefits programs and how they relate to union labor, and Trade Adjustment Assistance Act benefits including the filing of Trade Act Petitions.
- Work with the DWU and local labor organizations to develop and present rapid response information to workers both in-person and virtually that are affected by plant closures/layoffs.
- Work closely with state and local workforce agencies and partners to advocate and coordinate activities for laid-off and dislocated workers that may include: job fairs, hiring events, employer meetings, transition teams, peer supports, etc.
- Exercise a thorough knowledge and understanding of effects bargaining and how it relates to represented workers facing layoff/closure.
- Participate in workforce policy development and implementation for the Oregon AFL-CIO on behalf of its affiliates, the State of Oregon and other workers.
- Provide collaborative and on-going consultation to the State Workforce and Talent Development Board (WTDB), Local Workforce Development Boards and state workforce agencies on workforce development issues.
- Facilitate the involvement of the labor community in the development and provision of workforce policies and programs, including orientation, training and on-going recruitment of labor representatives to serve on the State WTDB, Local/Regional Workforce Investment Boards, and Economic and Community Development Boards.
Qualifications
- Experience in the workforce arena and understanding and implementation of the Workforce Innovation and Opportunity Act (WIOA).
- Familiarity with Oregon’s Workforce Investment System.
- Familiarity with Oregon’s Unemployment Insurance Benefits programs, and Trade Adjustment Assistance Act benefits and the filing of Trade Act Petitions and other Special Programs
- Strong working knowledge of the labor movement, and ability to effectively advocate for workers.
- Ability to work independently within the framework of federal, state, and local employment training statute and policy, and the policies and procedures of the Oregon AFL-CIO and the State of Oregon.
- Strong presentation, communication, training, group facilitation and writing skills. • Ability to communicate effectively with affected workers, and relate to workers’ experiences.
- Ability to interact constructively with staff and administrators from state and local agencies.
- Willingness and ability to travel on a regular basis as needed, and for extended periods of time, occasionally outside of regular business hours.
- Ability to work in a collaborative environment, as well as independently.
- Vision, interest and enthusiasm for the work of the Oregon AFL-CIO and the State of Oregon in the economic and workforce development arena.
Preferred Skills
- Experience with grant-writing and implementation
- Ability to conduct research on economic development and workforce and trade act impact issues
- Familiarity with job retention/enhancement/creation and other economic/workforce development strategies
- Experience using virtual platforms to conduct presentations
- Bi-lingual
Compensation
The Workforce Labor Liaison position is covered by union health and welfare, pension and contractual benefits. Competitive salary commensurate on experience.
