The Position
The Union of Concerned Scientists (UCS) is an independent national nonprofit that uses science to protect our health, safety, and environment. We are scientists, engineers, economists, activists, and everyday people who develop and advocate for innovative, practical solutions to some of our planet’s most pressing problems—from combating global warming and developing sustainable ways to feed, power, and transport ourselves, to fighting misinformation, advancing racial equity, and reducing the threat of nuclear war.

How do equitable, science-based solutions for the climate crisis find their way from idea to implementation? With your help, as a Western States Policy Advocate at UCS. Your focus will be on the Western states we’ve identified as policy leaders, where you’ll work to promote smart policies that reduce transportation emissions, promote clean electricity, and slow global warming. One of your first assignments will be to make a case for electric trucks as freight vehicles, to help reduce pollution that harms communities near highways and ports. As a policy advocate, you will be responsible for leading UCS advocacy on legislation and regulations, as you build strong working relationships with partner organizations and coalitions. You’ll have the chance to work closely with the UCS team of scientists, analysts, organizers, and communications experts, while also working independently to advance our agenda in key states.

Responsibilities

  • Advocate in state-based legislative and regulatory forums to support equitable policy solutions on clean transportation, clean energy, and climate change.
  • Establish and maintain strong working relationships with important stakeholders and allied organizations.
  • Help bring UCS scientific expertise to decisionmakers, to influence policy design.
  • Track relevant legislation, hearings, and activities in designated states
  • Maintain working knowledge of policy issues and political developments.
  • Develop advocacy materials such as fact sheets and policy briefs.
  • Support broader campaign activities to maximize the impact of UCS advocacy.
  • Support UCS internal efforts to create an anti-racist and inclusive work environment.

Qualifications and Experience

Candidates should have at least five years of relevant and comparable experience; a master’s degree is preferred but not required.

This position requires:

  • Knowledge of advocacy campaigns, legislative strategy, issue campaign development, and a familiarity with legislative and regulatory processes
  • Significant self-motivation, strong personal time management, and strong interpersonal skills
  • The ability to work both independently and in teams in a fast-paced environment while managing multiple projects and deadlines

The following qualifications and experiences are valued:

  • Experience working in a state legislature or for NGOs working to influence governmental decision-making.
  • Working knowledge of clean transportation, clean energy, and climate policy issues, including experience analyzing policy proposals
  • Direct experience in coalitions and relationship building, including demonstrated ability to work with stakeholders from a wide range of backgrounds.
  • Experience with incorporating equity, inclusion, and justice into prior work.
  • Excellent writing skills

May spend extended periods at computer. Once the pandemic has passed, regional travel among different key states will occasionally be necessary.

At UCS, comparable training and/or experience can be substituted for degrees when appropriate.

Compensation, Hours and Location: This is a full-time position based in UCS’s Oakland, CA office. For those who meet all position requirements, the salary is around $59,000. We have the ability to make this a higher grade if applicant has more specialized comparable experience. UCS offers excellent benefits and a rewarding work environment.
