Based in New York City, NY

The DC 37 Health Security Plan and its affiliated Funds provides supplemental health and welfare benefits to over 150,000 active New York City employees in AFSCME DC 37 represented job titles as well as over 50,000 retirees. The Plan provides such benefits as prescription drugs, dental, vision, disability, legal services, and personal services among others. We also manage the accounting and contribution operations for the DC 37 Annuity Fund. Our offices are currently located at 55 Water Street in downtown Manhattan, albeit our operations are largely remote at this time during the pandemic. There is an expectation that operations will resume back at 55 Water in a few months.

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:
Under the direct supervision of the Deputy Controller with high level of latitude for independent decision making. Performs work of ordinary difficulty and responsibility related to the Accounts Receivable Contribution area.

EXAMPLES OF TYPICAL TASKS:

  1. Ensure and verify collection and receipt of all welfare, education, and annuity contributions from the City and other different agencies.
  2. Update and reconcile New York City and related employer agencies’ contributions schedules against payments received on a daily basis to determine any overdue payment and delinquencies
  3.  Daily log in to Treasury Management (A.B) for electronic fund transfers related to welfare fund contributions
  4.  Review detailed backups from the City and various agencies to verify headcounts, rates and pay periods
  5.  Prepare quarterly reports related to all Locals with supplemental benefits, supplemental accounts and severance related funds
  6.  Upon notification of any welfare and annuity fund rate changes, ensure that City and agencies immediately start implementing the newly negotiated rates
  7.  Prepare quarterly and year-end contribution receivables reports
  8.  Regular interactions with City and agencies’ payroll and IT departments
  9.  Perform other special projects as requested by Deputy Controller, Senior Contribution Specialist and H&S Administration.
  10. May be required to work alternate schedules and additional hours as needed.

REQUIREMENTS:
Bachelor’s degree with a major in Accounting as well as five (5) years accounting and welfare benefit fund experience. Knowledge of Great Plains accounting software. PC literate with Microsoft Excel skills a must. Good mathematical, verbal, and written communication skills as well as strong presentation skills. Ability to interact with co-workers and outside vendors in a professional manner.
