DC 37 Health & Security Plan and Affiliated Entities

Based in New York City, NY

The DC 37 Health & Security Plan and its affiliated Funds provide supplemental health and welfare benefits to over 150,000 active New York City employees in AFSCME DC 37 represented job titles as well as over 50,000 retirees. The Plan provides such benefits as prescription drugs, dental, vision, disability, legal services, and personal services among others. We also manage the accounting and contribution operations for the DC 37 Annuity Fund and DC 37 Benefits Fund as well as related NYPL and Cultural Trust Health & Security Trusts.

The Assistant Controller reports to the Controller to assist in the oversight of the management, development, and direction of the Accounting Department. The Assistant Controller will have responsibility over the financials and accounting of the DC 37 Welfare Funds.

Duties and Tasks of Assistant Controller:

  • Prepare work papers and year-end adjusting journal entries for DC 37 Welfare Funds
  • Prepare, review, and present benefits expenses and analysis of DC 37 Welfare Funds to each of the Board of Trustees
  • Approve all accounts payable, benefits payable checks, payroll, transfers, and wires
  • Coordinate and review annual audits for all the DC 37 Welfare Funds
  • Collaborate and interact directly with all independent auditors for all DC 37 Funds
  • Prepare quarterly allocation billings between DC 37 Welfare Funds and related journal entries
  • Prepare Year End Investments analysis and journal entries for DC 37 Welfare Funds
  • Review data and statistics of benefits for actuaries
  • Assist with compliance matters involving financial, tax, federal, state, and local laws
  • Interview and hire accounting personnel (as needed)
  • Manage the daily operation of the DC 37 Welfare Funds Accounting Department
  • Perform other special projects as required and reports as requested by the Controller and Administrator/Associate Administrator, Counsel and Associate Counsel
  • May be required to work alternate schedules and be asked to meet tight deadlines and manage multiples deliverables.

Education and Work Experience Requirements:

  • Master’s degree with a major in accounting and/or CPA
  • Minimum of Ten (10) years of Accounting experience and at least five (5) years of Union Welfare Benefit Fund experience
  • Experience managing a large staff
  • Knowledge of Great Plains accounting software a plus
  • Microsoft Excel expertise required
  • Excellent mathematical, verbal and written communication skill
  • Exceptional ability to interact and collaborate with co-workers and outside vendors in a professional manner
