Government Relations Research Specialist

Based in St. Paul, MN
 

POSITION TITLE: Government Relations Research Specialist
ACCOUNTABLE TO: Director of Governmental and Community Relations

RESPONSIBILITIES:
Works to promote and achieve the goals and priorities of the Minnesota Nurses Association (MNA). This position provides professional and technical research and strategic recommendations around public policy to the Governmental Relations team at MNA, as well as spends time working with the Government Relations team at the Minnesota State Capitol and municipal governments. This position will also work to summarize legislation, draft amendments, track bills and prepare memos communicating policy and electoral research and recommendations to the department and other parts of the union.

Duties may include, but are not limited to:

  • Researching Minnesota statutes, rules, department guidance and executive orders.
  • Researching legislation and statute in other states.
  • Researching Minnesota county and city ordinances.
  • Monitoring trends in public policy that effect key MNA priorities.
  • Working in conjunction with MNA lobbyists to track and summarize legislation that impacts nursing, collective bargaining, healthcare, or social justice issues.
  • Understanding Minnesota governmental budgets and hospital funding streams.
  • Working with our national affiliate, National Nurses United, on how federal policy may affect our political goals.
  • Providing accurate data and issue analysis under short timelines.
  • Working in collaboration with Corporate Strategic Researcher to share resources and generate new ways of gathering information.
  • Responding accurately and timely to information requests.
  • Monitoring committee hearings, attending in person meetings with legislators and other lobbying duties.
  • Working in collaboration with other departments during contract negotiations, elections and on other key organizational goals.

QUALIFICATIONS:

  • Bachelor’s degree in political science, research, or other relevant area of study and;
  • 2 years of experience providing research and analysis of public policy issues.

OR

  • a combination of education and experience that demonstrates an applicant’s knowledge of research techniques, processes, and analysis.

A candidate with either of the qualifications above also needs a combination of the following:

  • Understanding of legislative process and state department operations.
  • Familiarity with community and member mobilizing and collective bargaining.
  • Understanding of healthcare and nursing issues.
  • Proven dedication to furthering social justice issues important to nurses.
  • Proven ability to communicate with diverse audiences in a variety of mediums.
  • Excellent organizational and time management skills.
  • Excellent communication skills and ability to develop constructive relationships.
  • Ability to accept feedback and move ideas you disagree with.
  • Capacity to prioritize tasks, work independently and be part of a team.

Work/life balance is prioritized, but ability to work occasional weekends, irregular hours, and travel periodically may be required. Transportation required.

SALARY: Per MNASO Local 1, Unit 2 Contract Agreement. Starting salary of $76,128. MNA is an EEO/AA Employer.
