HPAE, NJ’s largest health care union, is seeking a Director of Public Sector Membership Representation. HPAE, affiliated with AFT, represents 13,000 nurses, professionals, clinicians, and ancillary staff in hospitals, nursing homes, university settings, home care, blood banks and other health facilities, in both the public and private, in New Jersey and Philadelphia. HPAE is a democratic union whose goals are to advance the rights of healthcare workers through organizing, collective bargaining, member engagement and community and political action.

Position Summary:

• Supervise, recruit, select, orient and train the internal field staff assigned to the Public Sector Member Representation Team.
• Develop personal growth opportunities for staff and provide coaching, counseling, and discipline as needed.
• Coordinate and direct the collective bargaining, contract administration, and union building programs of the State Federation with public sector staff team and local leaders.
• Provide direction to staff in contract negotiations and, if necessary, serve as the chief spokesperson in negotiations with public sector employers.
• Work with local leaders and staff to create strategic plans and establish internal organizing benchmarks; develop and maintain methods to track, quantify, analyze and report progress.
• Implement a recruitment program for non-member public sector bargaining unit employees, including membership drives, new member orientation.
• Coordinate with, and provided guidance as need, to Administrative Support staff to ensure proper adherence to maintenance of membership protocols for public employees.
• Coordinate with other department directors to ensure all programs, activities, strategic plans, organizing, political and public policy goals are implemented in the field.
• Represent the union in its relationships with political, community and labor leaders and organizations and coalition partners, as directed and in coordination with HPAE’s Public Policy Director.
• Provide input into State Federation annual budget process, maintain budget for department, monitor and approve employee expenses reimbursements in accordance with union policy.
• Serve on a leadership team with other Directors to run the programs of the organization and implement the State Federation’s strategic plans under the direction of the Executive Director and the leadership of the HPAE State Officers.

The Director of Public Sector Membership Representation will report directly to the Executive Director.

Qualifications:

• 10+ years’ of work in labor organizations;
• 3+ years of supervisory or equivalent experience leading staff teams or projects;
• Experience in healthcare representation and bargaining, member engagement, and comprehensive campaigns; experience with public sector representation a plus;
• Able to provide or direct staff/leadership development programs;
• Good writing, communication and computer skills;
• Experience in and understanding of NLRB, PERC and labor legal proceedings;
• Able to work well in teams and diverse groups;
• BA/BS in related field or equivalent experience
