Position
We are looking for an action oriented social justice warrior who will bring a minimum of 5 years of HR, coaching, training and people development to the position of Human Resources Generalist. Reporting to the Director of Education, Operations & Organizational Development, the Human Resources Generalist will lead on the local’s internal initiatives focusing on embedding equity and inclusion into organizational culture, building the scaffolding and infrastructures needed to enhance recruitment, onboarding, and supporting the transformation of overall internal culture of the Local. The HR Generalist oversees the employee life-cycle from start to finish including assisting with recruiting, hiring, and coordinating the onboarding and development of staff. S/he will interface with the Finance team on all HR data, benefits and compensation administration, reporting, and compliance. S/he will participate in the development and enforcement of organizational guidelines, procedures and policies. The HR Generalist will also lead on staff/management relations in a unionized environment. S/he will interface with Finance and Education departments and staff as needed to support these processes and the employee life cycle.

Specific responsibilities include:
Guides and manages the overall provision of Human Resources services, policies, and programs for the entire organization. Advises organization management about Human Resources issues. Specifically to include the following:

  • Recruitment and hiring
    • Assist with the process of targeting and identifying a diverse pool of candidates, supporting Leads/Directors on conducting interview process, checking references and issuing offer letters.
  • New employee orientation and onboarding:
    • Establish an HRIS for the Local to track, update and maintain all records for staff.
    • Perform orientations, trainings and support systems for onboarding new employees and supporting transition of employees, including promotions.
    • Help establish and maintain organizational culture through onboarding process.
  • Staff Training and Development
    • Coordinate with Education & Training Department any training and development initiatives for staff.
    • Coordinate with supervisors the evaluation and development of all staff on a regular basis.
    • Support Leads and Directors to ensure regular evaluations and staff development processes are timely and productive.
  • Employment and compliance
    • Keep up-to-date with latest HR trends, practices and compliance issues. Work with Finance/HR Manager and Operations Director to ensure that organization is in compliance on all HR, legal requirements.
    • Ensure staff receive requisite training and development that meet labor regulations and any other trainings that are required by law.
    • Act as point of contact for all Workers Compensation matters.
  • Equity and Inclusion
    • Foster an organizational culture reflects the Local’s Equity and Inclusion Vision and that embraces and promotes inclusivity, belonging, diversity and equity throughout the organization.
    • With the DEOOD work to drive policies and structural frameworks that will operationalize diversity, equity and inclusion in identifying talent, hiring, and creating an employee life cycle that reflects the Local’s E/I Vision.
    • Tracking HRIS info to identify and highlight trends, disparities and gaps through evidence such as data on gender, pay, and recruitment; and ensure there are responsive protocols to remedy.
  • Compensation and benefits administration
    • Administer all compensation and benefits plans, interfacing with brokers and benefits providers
    • Provide support to new and existing staff on all benefits, compensation, and leave administration in a timely and professional manner, including trouble-shooting and resolving issues that arise and support that is required.
    • Maintain employee files, and gather and analyze data related to HR metrics (HRIS)
    • Interface with Finance on monitoring payroll issues and updates as required.
  • Policy Review and Enforcement
    • Review and update Personnel Policies and procedures as required. Support enforcement of policies.
    • Investigate and resolve all internal complaints and /or violations of policies.
    • Act as an Ombudsman for all harassment and/or discrimination complaints.
  • Labor Relations
    • Have in depth knowledge of support enforcement and dispute resolution of staff union agreements.
    • Assists in supporting management team in labor/management meetings with staff union leadership.

Qualifications
The Human Resources Generalist will have the following experience and attributes:

  • Proven experience (at least three to five years as an HR Generalist).
  • Bachelor’s degree Human Resources, Business Administration, Public Administration or equivalent.
  • Excellent people skills, with experience collaborating in a multi-disciplinary, diverse, and dynamic team.
  • Broad knowledge and experience in employment law, compensation, organizational planning,
  • organization development, and employee relations.
  • Demonstrated resourcefulness in setting priorities and proposing new ways of creating efficiencies.
  • Technologically savvy, with an ability to point to examples of having worked with IT staff to develop and
  • implement new processes and systems that increased efficiency in a fast-moving environment.
  • Personal qualities of integrity, credibility, and a commitment to 3299’s Vision and Goals.
  • Experience working in a unionized environment and supporting labor relations essential.
  • Excellent oral and written communication skills.
  • Excellent computer skills in Microsoft Windows and Google Office environment. Must include Excel and
  • skills in database management and record keeping (HRIS systems a plus).
  • Experience in the administration of benefits and compensation programs and other Human
  • Resources programs.
  • Evidence of the practice of a high level of confidentiality.
  • Willingness to work long and irregular hours and participate in all union wide activities.
  • Valid driver’s license, working automobile and valid auto insurance.
