Based in Washington D.C. or a field office in the region
(work remotely for the duration of the global health crisis)

This position may be located in either Washington, D.C. headquarters or a field office in the region, based on the candidate’s residency. Solidarity Center will not cover moving expenses or visa sponsorship for relocation to the assigned office.

Please note: all work for this position will be done remotely for the duration of the global health crisis. Once government restrictions are lifted and office conditions are confirmed to be safe, the Deputy Regional Program Director will work from the assigned office.

Summary of Position:
The Deputy Regional Program Director (Deputy RPD) is a supervisory position at the Solidarity Center, under the direct authority of the Regional Program Director (RPD). The Deputy shares managerial oversight with the RPD for all areas of departmental responsibility. In coordination with the RPD, the Deputy plays a lead role in the overall management of staff, programs, and finances, in Washington and throughout the region, with substantive involvement in hiring, evaluation, and discipline. The Deputy RPD facilitates the flow of information within the region and with other departments, opening bottlenecks in decision making by having approval authority and the ability to directly respond to requests from both staff and other managers. This individual is a member of the Solidarity Center management team and contributes to organizational decision making. The Deputy RPD represents the organization with external partners, including the AFL-CIO and related organizations, and others in the non-governmental community to further policy and programmatic goals. At the direction of the RPD, the Deputy RPD maintains regular contact with US government agencies and donor agencies and takes part in developing a grant-funding strategy. The Deputy RPD participates in the development of a strategic vision for the region and the establishment of program priorities for the department. The RPD has the discretion to divide up managerial tasks with the Deputy, including the assignment of primary responsibility for a subregion or thematic area, while retaining final authority over all programmatic and personnel decisions pertinent to the region.

Specific Duties:

  • Supervise staff and programs in Washington and in the region with authority to delegate and assign tasks throughout the department
  • Engage fellow managers and respond to other departments, with decision making authority on programmatic and operational issues
  • Lead the recruitment, training, and mentoring of new staff, including staff development and performance management initiatives
  • Interact with the collective bargaining unit on issues related to the department and participates in the development and revision of job descriptions for all departmental staff
  • Promote cooperation, coordination, and respect among staff at all levels within the department and across departmental lines, and to promote gender equity and equality of opportunity for all staff
  • Keep department staff informed and up to date regarding Solidarity Center policies and procedures
  • Ensure the timely financial and program reporting by the department and compliance with donor policies
  • Attend regular Solidarity Center managers meetings and, in coordination with RPD, communicate with department staff about new developments
  • Provide guidance to staff related to programs, issues, and events across the region
  • Conduct regular staff meetings for the purpose of budget monitoring and general program timelines and information-sharing
  • Provide direction, technical assistance, and support for evaluation of field projects and the recruitment of outside evaluators
  • Develop and execute department strategies, policies, and procedures to ensure that proposals, reports, budgets, and other program documents are on time, well written, and prepared for internal review prior to submission to donors
  • Coordinate the design, development, and implementation of programs in the region, and oversee the quality of these programs in tandem with the RPD
  • At the direction of the RPD, promote programmatic cooperation with US and international labor organizations; form coalitions with other non-governmental organizations working toward shared programmatic objectives; and maintain relationships with representatives of donor agencies, government departments and US missions abroad regarding regional responsibilities and programs
  • Collaborate with the RPD to develop comprehensive funding strategies for the region and identify new funding opportunities
  • Travel to the region on a regular basis for supervisory, and program management, development, implementation, and evaluation purposes
  • Consult and coordinate with Solidarity Center staff in other regions and offices
  • Represent the Solidarity Center in meetings with international visitors and participants in Washington-based programs conducted by the Solidarity Center, AFL-CIO, affiliates, GUFs and/or other related organizations
  • Oversee the production of Solidarity Center reports, proposals, educational materials, and other publications
  • Perform other tasks as assigned.

Qualifications:

  • Bachelor’s degree (master’s degree preferred) in labor relations, political science or international affairs or a minimum of 10 years equivalent work experience
  • Strong personnel, program, and financial management skills
  • Field experience with a US or international organization (highly desirable)
  • Familiarity with Federal grant-related policies and procedures
  • Excellent writing, editing, and analytical skills
  • Experience developing and managing budgets with accuracy and timeliness
  • Knowledge of the U.S. labor movement and its institutions, along with the policies and positions of the AFL-CIO
  • Broad knowledge of national and international trade unions and socio-economic and political issues in the region of responsibility
  • Ability to articulate issues effectively with diverse groups of people
  • Fluency in English; fluency in a language of the region is desirable but not required
  • Basic word processing and spreadsheet skills
  • Ability to travel to and within the region of responsibility on a regular basis

Supervisor: Regional Program Director

This is a management position, generously compensated with an annual salary of $140,000 USD. A robust benefits package includes excellent health and life insurance, a retirement plan/pension, and ample paid time off for holidays, vacation, and sick leave.
