Position Summary
Coordinates membership activities that support the health policy and government relations objectives as set forth by the Cabinet on Health Policy, Oregon Nurse PAC, Nurses United PAC, the ONA Board of Directors and the Director of Health Policy and Government Relations. Represents ONA members in various political coalitions, before the State Legislature, and other public bodies. Assists ONA’s organizing activities with a health policy emphasis.

Qualifications Job Expectations
Required Knowledge/Skills:

  • Quality of Work: Must have the ability to be consistently accurate and to be efficient in the performance of the employee’s duties.
  • Knowledge of the Job: Must have and maintain an advanced knowledge of MS Office software, ability to type a minimum of 50 wpm.
  • Dependability: Must be able to prioritize work, set, and meet realistic deadlines. Must be able to meet member needs in a timely fashion. Must notify appropriate staff of problems or delays in completing work responsibilities. Must be able to follow through and work on projects with minimal supervision. Must keep supervisor apprised of availability and work schedule, and follow ONA policies for reporting illness, emergencies, timecard, and Beck record submission.
  • Initiative: Must have the ability to act in the absence of instructions.
  • Teamwork: Must demonstrate the ability to work harmoniously with others towards common goals and objectives as a member of the team; willing to both share credit and accept criticism when appropriate.
  • Decision Making/Judgment: Must exercise judgment in ways that support the mission and goals of ONA and make decisions in a timely manner based on both principles and practical considerations. Must clearly communicate decisions to those who need to be informed and demonstrates ability to change work priority in response to emerging needs.
  • Professionalism: Must demonstrate appropriate business appearance, speech, and presentation in compliance with the Association and program policies and procedures.
  • Training/Education: Must show a willingness to utilize education opportunities to improve job performance.
  • Problem Solving: Must recognize flaws or limitations in work processes and make suggestions for improvement. Demonstrates willingness for flexibility to conflicting demands for time or resources and realistically evaluates outcomes and accepts responsibility for work product and overall assignment.
  • Communication: Must convey information in a concise, accurate, and timely way, and be willing to adjust mode of communication so that it is appropriate for target audience. Must keep supervisor and team members informed of emerging issues and provides information relevant to ongoing projects of team members.
  • Goals: Must be willing to evaluate previously agreed upon goals and establish personal achievements or program/department need o work towards meeting them in the upcoming evaluation period.

Education Required:
Graduate from an accredited college or university with a baccalaureate degree in related field.

Years/Months of Experience in related field:
Three or more years of experience of relevant political experience in the State of Oregon preferred.

Tools, equipment, machines, computers, and software used on the job.
Must have excellent keyboarding skills and be able to use MS Office software: Word, Excel, PowerPoint, Publisher, Outlook, printers/copiers, and fax machines.

Typical Physical Activity

  • Physical Activity: Primarily office activities.
  • Physical requirements/demands: Must be able to sit for prolonged periods in an office environment. Must be able to keyboard. Must be able to periodically walk up to 100 feet and lift up to 40 lbs.
  • Visual requirements: Must be able to read a computer screen and written documents. Must be able to see well enough to drive safely during daylight and nighttime conditions.

Travel Requirements/Driver’s License
Statewide travel to promote member engagement is required. The position requires a valid Oregon driver’s license and a reliable automobile.

Primary Functions

  • Identify, recruit and train members for effective grassroots action in legislative, candidate, and issue campaigns.
  • Execute and help develop plan for improved member engagement strategies to elevate overall awareness and competency regarding ONA political activities. This includes phone banking, text-banking and rounding with members to identify potential activists
  • Assist in the facilitation of strategic organizational endorsement processes and campaign planning for ONA’s key electoral priorities.
  • Participate in and lead grassroots field work and direct voter contact for ONA’s key political priorities and member recruitment for ONA’s key legislative priorities
  • Ability to lead recruitment and training for developing member-leaders into political roles both internal to ONA and within key coalitions and/or as potential candidates for elected office.
  • Assist and oversee planning for engagement of members in campaign work, including public speaking, media work, canvasing, phone banking, press interviews, candidate interviews and participation in affiliate/coalition work.
  • Plan and execute strategic action for base building and mobilization around policy priorities, elected officials, and candidates to increase the political capacity of ONA at the community, state and federal levels.
  • Develop and maintain a system to track advocacy and outreach efforts organizationally and statewide including building and managing an activist list and the voter file.
  • Ability to work on strategic political campaigns, including high-level ballot initiatives or candidate campaigns that ONA has taken a position. Participate in political and legislative coalitions.
  • Help lead and support ONA’s state legislative agenda, including coordinating and implementing the strategy and tactics around priority policy initiatives, as designated by the Cabinet on Health Policy and the broader ONA membership.
  • Assist in communicating action plan to staff in other departments, students and nursing schools, and coalition partners to integrate ONA’s advocacy goals.
  • Assists with action plans and meeting agendas for the Cabinet on Health Policy, ON-PAC and NU-PAC with the Director of Health Policy and Government Relations.

Essential Functions

  • Works in collaboration with the GR team to help develop messaging and communication materials for weekly emails, action alerts, ONA website, paid and earned media campaigns, BU Newsletters, presentations and program materials while participating in the planning and implementation of the ONA communication objectives.
  • Represent ONA at various coalitions and community events as directed.
  • Communicate appropriately to target audience, whether staff, members, legislators, or others.
  • Respond to member requests and communications in a timely manner.
  • Attends meetings of the Cabinet on Health Policy, ON-PAC, and NU-PAC.
  • Must be able to travel, set up for, and staff events, and attend meetings and participate in campaign field activities outside of the office.
  • Serves as a resource to other program area staff.
  • Attendance at ONA convention and representation of ONA at meetings of outside professional and regulatory groups.
  • Attendance at all staff meetings.
  • Demonstrate knowledge and understanding of legislative and political procedures with the ability to communicate objectives effectively.
  • Other duties as assigned.

Qualifications

  • Experience and willingness to engage in strategies to recruit and organize volunteers to participate in public policy advocacy and political campaigns.
  • Experience and willingness to participate in direct field work in support of ONA’s political goals
  • Well-developed written and verbal communication skills.
  • Experience in interacting with elected officials, staff of elected officials and other government relations professionals.
  • Research and reporting skills.
  • Experience using and updating a database of members/donors/supporters a plus.
