The Policy Analyst, or Senior Policy Analyst depending on experience, with the supervision of the Legal and Policy Director, will advance ILRF’s mission, advocating for government policies and corporate accountability models that support workers’ rights. The position will have a strong focus on forced labor, particularly in support of ILRF’s campaigns on abuses in the seafood industry in Southeast Asia and the cotton sector in Central Asia. The position requires an excellent writer with experience in coalition building. The Policy Analyst will also support the daily operations of coalition work with partner organizations and campaigns.

Job Responsibilities

  • Program design and implementation to hold companies and buyers accountable for preventing and addressing labor rights abuses in global supply chains, particularly for ILRF priority campaigns currently focused on seafood, cotton, apparel and other agricultural exports
  • Write policy materials for distribution for different audiences, including, blogs, in-depth as well as concise policy analysis, comments on government regulations
  • Analyze legal decisions and international instruments
  • Conduct research and consult experts and grassroots organizers on new approaches to strengthening workers’ voice/influence over supply chain monitoring and accountability
  • Help craft policy messaging for diverse audiences
  • Represent ILRF in international and U.S. policy spaces, including but not limited to U.S. Congress, the Executive branch and the ILO
  • Work in strategic partnerships and coalitions, led by ILRF or in coalition with partner organizations
  • Maintain and build ILRF’s relationships with organizations, coalitions, and individuals working towards shared policy goals
  • Support coalition work by leading meetings, developing agendas, executing follow-up actions, and maintaining frequent communication with partners, including day-to-day administrative functions
  • Support the editing of blogs and reports
  • Provide support for fundraising efforts

Required Qualifications

  • Graduate degree or equivalent field experience
  • 5-7 years of work experience in advocacy, campaigns and coalition building in corporate supply chains accountability and policy on labor/human rights
  • Knowledge of the global economy, especially global supply chain compliance programs and human rights due diligence approaches
  • Knowledge of trade and development policies designed to protect or advance labor rights protections internationally
  • Strong writing skills
  • Analytical skills, and ability to construct sound arguments and positions
  • Excellent verbal and interpersonal communication skills
  • Strong time-management, attention to detail, and organizational skills
  • Ability to build a positive, collaborative team atmosphere and also to work independently, with a high-level of self-motivation and ability to meet goals
  • Excellence in articulating clear and coherent advocacy positions on complex policy issues
  • Experience analyzing policies and writing clear, concise, publishable summaries, action alerts and letters
  • Proactive, self-starter with sound judgment, curiosity, creativity, integrity and dedication

Preferred Qualifications

  • Understanding of worker-centered and power-based analysis of corporate supply chains and initiatives, including corporate social responsibility (CSR), auditing, and certifications
  • Fluency in English and in one or more additional languages, especially Chinese, or other Asian languages
  • Experience working abroad with human rights or social justice advocates
  • Experience as a campaigner, organizer, educator or researcher on labor issues
  • Experience with digital media engagement for advocacy
  • Experience with grant reporting, proposal writing and developing monitoring and evaluation plans
  • Experience living outside of the United States or traveling abroad for work
  • Understanding of and sensitivity to race, gender, sexuality and other aspects of identity, and their intersections, and how that plays out in the work
