Senior Legislative Advocate

The California Immigrant Policy Center (CIPC) is a non-partisan, non-profit statewide organization founded in response to the 1996 passage of federal immigrant and welfare laws that profoundly affected immigrants. CIPC helps to develop and support pro-immigrant public policy that aims at improving the quality of life for all Californians. CIPC also provides technical assistance, training and education on immigrant issues.

POSITION SUMMARY
Based in Sacramento, the Senior Legislative Advocate will monitor and advocate for a wide range of immigrant-related policies including health, economic justice, detention and deportation. The Senior Legislative Advocate coordinates CIPC’s legislative, administrative, and budgetary advocacy while reporting directly to the Government Affairs Director. Discretion and confidentiality of CIPC’s process and work details is expected at all times.

Occasional overnight travel to meetings and events statewide is required.

RESPONSIBILITIES

  • Assess the impact of state legislative and regulatory developments and proposals on low-income immigrants, refugees, and their families and low-income communities
  • Lead annual legislative, budgetary and/or administrative advocacy on CIPC’s policy agenda
  • Monitor legislative and budget hearings and make policy design recommendations to further CIPC’s campaign and legislative
  • Conduct policy research and analysis to develop reports that support CIPC’s legislative and budget advocacy
  • Write and disseminate fact sheets, policy position letters, and other written materials
  • Build coalitions and organize various stakeholders on behalf of immigrant communities

MINIMUM REQUIREMENTS/ QUALIFICATIONS

  • Minimum of three years of experience in health policy, public benefits policy, immigration law, and/or immigrants’ rights;
  • Track record of working with ethnically, linguistically, and racially diverse communities in California
  • Experience advocating for inclusive public policies, including budgetary campaigns, while balancing interests among a wide range of organizational or community stakeholder
  • Some knowledge of key federal laws and programs, related to health and public benefits, detention and deportation and how they intersect with California state law and their impact for immigrant and refugee communities
  • Familiarity with state law and programs related to health and public benefits that impact immigrant communities
  • Bachelor’s degree with a minimum of 2-3 years related experience. Will accept a combination of experience and education in lieu of a degree
  • Experience research and analyzing complex public policy issues; comprehensive knowledge of the policy making process; ability to read and summarize legislation effectively, ability to comprehend dense and complex legislative language and explain legislation in lay terms
  • Experience with and knowledge of computer operation; knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.). Must have above-average Word skills.
