The Instruction and Professional Development (IPD) Specialist shall be employed, supervised, and evaluated by the Executive Director. This position is responsible for managing the professional development program. The position requires the ability to work independently, with time sensitive deadlines and pressure, exercising judgement and initiative. This position serves to advance the association’s mission and strategic goals, as well as to support organizing goals at all levels of the association.

Essential Duties and Responsibilities

  • Develop, communicate and implement face-to-face and virtual courses, programs, and activities to support professional development for members.
  • Develop and administer the IPD department budget.
  • Raise funds to support instruction and professional development including applying for and managing grant funding.
  • Establish and maintain collaborative partnerships with external groups to promote, advocate and support continuous learning and professional development opportunities for members.
  • Manage HSTA professional development website.
  • Serve as the HSTA liaison to the Department of Education, Board of Education, Hawaii Teachers Standards Board (HTSB), National Board of Certified Teachers (NBCT) and other organizations to promote teacher quality, professional development, licensing and certification.
  • Monitor and attend HTSB meetings and as appropriate Board of Education meetings and legislative hearings.
  • Serve as program specialist for Hawaii Foundation for Educators.
  • Keep abreast of local and national emerging trends in education research, policy and professional development issues that impact members; conveys relevant information to the association leadership, members and staff; and provides guidance and direction as appropriate.
  • Serve as instruction and professional development liaison to the National Education Association.
  • Proofread, edit, fact check and verify accuracy of work.
  • Produce reports and updates as required.
  • Must be available to work on weekends holidays, and/or evenings.
  • Ability to travel within and outside the state as required.

Other Duties and Responsibilities

  • Serve as staff liaison to committees and teams as assigned.
  • Attend HSTA Board of Directors meetings and other meetings as assigned.
  • Perform other related tasks and duties as assigned.

Qualifications

Education and/or Experience

  • Bachelor’s degree from an accredited college or university or equivalent, with a focus on knowledge of adult learning and professional development.
  • At least five (5) years of progressively responsible experience in improving schools and student learning with leadership experience in professional development programming and delivery for both new and experienced teachers.
  • At least three (3) years experience in developing and maintaining partnerships with business and community organizations.

Knowledge

  • Knowledge regarding education research, policy and professional development issues.
  • Knowledge and understanding the diversity of the workforce and methodologies to connect with the audience.
  • Knowledge of the principles, practices and current issues involved with conducting professional development initiatives.
  • Knowledge of instructional best practices, adult learning theory, training design and development, and organizational development theory and practice.
  • Knowledge of the collective bargaining process and Hawaii public sector laws.
  • Knowledge and experience in use of computer office suite software.
  • Knowledge of business English, spelling, punctuation, and grammar.

Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and produce manuals. Ability to effectively facilitate meetings, present information and respond to questions from groups of managers, members, non-members, and the general public.

Certificates, Licenses, Registrations

  • Possession of a valid driver’s license.

  • Demonstrated ability to utilize various online platforms to manage professional development coursework.
  • Demonstrated ability to design, develop, and deliver high quality face to face and virtual quality learning courses and programs for adult learners.
  • Demonstrated ability to manage multiple projects including but not limited to planning, coordinating, and managing resources and costs.
  • Demonstrated ability to build networks and coalitions with other organizations.
  • Excellent interpersonal, communication, and presentation skills, with the ability to listen, respond and relate to others.
  • Demonstrated ability to prioritize and organize workflow exercising sound judgment and decision-making.
  • Ability to develop plan organize and direct events and activities.
  • Excellent information and research skills as well as analytical and creative problem-solving skills.
  • Demonstrated ability to negotiate contracts.
