The Solidarity Center, founded in 1997 by the AFL-CIO to tackle the enormous challenges workers face in the global economy, now works with union and community group partners in more than 60 countries through a network of 26 field offices. This not-for-profit organization offers education, training, research, legal support, and organizing assistance to help build strong and effective trade unions and other workers’ organizations and more just and equitable societies. Its programs promote democratic rights and respect for workers; raise public awareness about abuses of the world’s most vulnerable workers; and, above all, help the world’s workers secure a voice in their societies and the global economy.

The Center seeks a Project Accountant II to join its Finance team. This position reports directly to the Center’s Controller. The Washington, D.C. based Center has a staff of 221 and an annual budget of $30 million. This position is based in Washington, DC.

Summary of Position: The Project Accountant II is responsible for all aspects of the accounting related to field office program expenses for his/her assigned projects and/or region. S/he will be the primary contact for the field office’s accountant regarding all financial matters and for the Program Officers regarding project-related financial and budgetary matters. The Project Accountant II will independently audit the field office’s financial reports to ensure that all expenses incurred are in accordance with USG regulations and Solidarity Center’s Field Office Accounting policy and procedures, and within grant and budgetary guidelines. S/he will provide guidance and instructions in writing or verbally to local accountants on various accounting matters to comply with Field Accounting policy and procedures. S/he will develop necessary training for local accountants. S/he will independently process travel expense reports for his/her assigned region’s staff, reconcile advance accounts and resolve any potential problems with outstanding advances. S/he will lead meetings between finance and program staff on a regular basis, assist and advise program officers in providing overall financial management of the assigned projects.

Basic Qualifications: Bachelor’s Degree in Accounting or 2) Bachelor’s Degree in Business with eighteen credit hours in accounting courses. The Project Accountant II must have a detailed knowledge of accounting theory and federal grant regulations including OMB Circular 2 CFR 200, and be able to apply the knowledge in his/her daily tasks. Minimum of four-years of experience in processing and auditing Solidarity Center field office accounting and/or prior equivalent experience is preferred. Intermediate skills in Excel and working knowledge of Microsoft Word are required. Extensive working experience with Deltek Costpoint, Deltek Enterprise Reporting, Deltek Time & Expense and QuickBooks is required. S/he must have the ability to communicate persuasively in writing and orally. S/he must be able to complete routine tasks with limited supervision. S/he must be capable of completing various account analysis, research and provide solutions to Controller on problems encountered. S/he must be able to independently create pipeline projections, account reconciliation and analysis and/or budget preparation. S/he must have detailed knowledge of Solidarity Center’s internal control system, advance understanding of Solidarity Center’s policies and procedures, and be able to explain them to others. This position requires an individual who is well organized, self-motivated, detail-oriented, able to produce accurate work, willing to learn, and able to work in a team environment.

Supervisor: Controller

Specific Duties:

  1. Review electronic Monthly Financial Reports received from the field offices; ensure the accuracy of the reports prior to entering the reports data into the Accounting System;
  2. Process and audit monthly financial reports from field offices according to required audit check list; ensure audit of the financial reports are completed monthly in a timely manner;
  3. Reconcile Field Office’s account balances to General Ledger balance and resolve any differences on a monthly and yearly basis. The accounts to be reconciled include field office advance accounts, union/partner’s advances, prepaid/deposit accounts, liabilities account (taxes withholding, all accrued expenses);
  4. Independently review, and process travel expense reports related to assigned projects on a timely manner; reconcile advance accounts for employees (including corporate credit card charges) promptly; resolve any delinquent accounts with the staff ;
  5. Primary contact with field office accountants; instruct and provide training to local accountants in all aspect of the field office’s financial transactions, field office’s accounting software and reporting in accordance with the Field Office Accounting Policy and Procedures Manual;
  6. Review local staff compensation worksheets prepared by the field offices on a monthly basis. Reconcile and provide necessary guidance to local accountants to ensure the compliance & update with local labor law for all the accrued severance calculation;
  7. Assist the Finance Department in performing field office’s desk review and/or internal audit. Where appropriate, travel to assigned field office to provide financial compliance training and work with local accountant to review the field office’s operations and processing.
  8. Lead the quarterly financial report meeting with Program Officers, and point out projects which may be in need of attention or that are on the verge of being overspent and/or need to be reprogrammed with the funding source;
  9. Prepare monthly summary analysis of financial reports for Program Officers, flag any potential or actual budget over-runs, analyze the cause of budget over-runs and recommend solution to Program Staff to stop and prevent the over-runs;
  10. Assist program and grant staff in the preparation of budgets for new proposal or modification of current grants; provide program staff with financial information needed such as field office’s fixed cost information, local staff compensation, etc.;
  11. Prepare pipeline analysis or cost projections as requested by Program Staff to assist Program in monitoring and managing program spending on their projects;
  12. Assist in the annual A-133 audit by providing reconciliation worksheets for field office’s advance accounts and other associated balance sheets accounts;
  13. Serve as backup Project Accountant where needed and appropriate;
  14. Perform other related duties as assigned.

The duration of this position, as with all positions at the Solidarity Center, is contingent upon continued grant funding.
