KDP Program Coordinator

Keystone Development Partnership (KDP) is a non-profit organization with the mission to develop and sustain labor management programs that address community and workforce needs. KDP is hiring a Program Coordinator to conceive, organize, promote and implement effective workforce development initiatives. We’re looking for someone to join the KDP team that understands the forces of organization culture. Having a background in a unionized environment is a plus. The KDP Program Coordinator will report to the KDP Executive Director. The KDP Program Coordinator would physically report to one of the KDP offices in Pittsburgh, Harrisburg, or Philadelphia. KDP allows for work to be performed remotely with approval by the KDP Executive Director.

The KDP Program Coordinator is responsible for coordinating strategies, partnerships and programs that expand and strengthen opportunities for apprenticeship and pre-apprenticeship in both traditional and non-traditional industries and occupations. The KDP Program Coordinator will oversee a portfolio of local apprenticeship and pre-apprenticeship programs, coordinating programmatic activities with individual employers and partners. This individual will work with the KDP team in designing and realizing broader strategic goals, such as incubating pilot programs and strengthening connections between pre-apprenticeships, registered apprenticeships, and institutes of higher education.

The KDP Program Coordinator will work in close collaboration with a wide range of external stakeholders, including employers and industry consortia, unions and labor councils, training providers, secondary and post-secondary education, and staff from the Pennsylvania Department of Labor and Industry and other government agencies. The successful candidate will bring significant strategic leadership, project management, organizational, interpersonal skills to the table.

The ideal candidate is self-managed and has the ability to align organizations to support employers and unions to customize job training and apprenticeship programs. This job involves both short- and long-term programs that inspire, educate and attract audiences from all walks of life. The KDP Program Coordinator will be required to collect and analyze metrics from work experiences and digital research. This individual coordinates activities between multiple projects to ensure they align with the organization’s goals. The Program Coordinator duties may vary between projects.

The KDP Program Coordinator must be an individual with experience in labor-management programs. and has the capacity to carry out all program activities within a cooperative union-employer environment. The KDP Program Coordinator must also be able to work with non-union companies, state and local workforce development boards, and the Pennsylvania Office of Apprenticeship and Training.

The KDP Program Coordinator must have the following qualifications:

  • Capacity for strategic and project planning, project implementation, and coordination of organizations to meet project goals;
  • Highly developed written and oral communication skills;
  • Proven experience in workforce development, program management, and team collaboration;
  • Ability to understand organization culture and protocols working with employers, unions, industry associations, and government agencies;
  • Communication skills and reputation for problem solving;
  • Ability to work with unions and management at all levels with respect to collective bargaining agreements;
  • Ability to present program benefits to employers, labor organizations, industry associations, Chambers of Commerce, and government agencies;
  • Capacity to facilitate meetings and training design sessions for apprenticeship work processes and related instruction;
  • Ability to provide curriculum outlines, customize instruction, develop structured On-the Job-Training (OJT), mentoring, and identify training providers;
  • Proficiency in report writing, spreadsheet management, meeting minutes, and other documentation as required;
  • 1+ years’ experience in proposal writing preferred
  • Possess a working familiarity with organizational contracts, budgets, project plans, and proposals for funding opportunities;
  • Availability to travel throughout Pennsylvania on a regular basis with prior approval while maintaining a self-imposed work schedule without direct supervision;
  • Working knowledge of Salesforce software and database management is a plus;
  • In-depth knowledge of digital marketing practices;
  • Ability to process invoices, timesheets, and other reports as required for payment.

Essential Duties and Responsibilities:

  • Work collaboratively with KDP partners to build the capacity of employers, labor organizations, the workforce system, and community colleges to strengthen and enhance apprenticeship and other training programs;
  • Ensure that the all KDP activities follow the union-management decision-making process and to ensure full union and management participation occurs in all the KDP committees;
  • Work with elected union officials including shop stewards to ensure that all levels of the union are informed and involved as appropriate and coordinate activities with management as appropriate;
  • Link apprenticeship to career pathways, industry credentials, and articulation to technical and community college credits;
  • Maintain database of contacts and project updates for KDP.
  • Prepare, review, and revise meeting minutes to facilitate support for their activities from both Union and Management in the respective industry;
  • Facilitate the development of training plans, work processes, and related instruction are acceptable to both the Union and Employer for implementation;
  • Gather strategic information for Industry Needs Assessments regarding the evolving workforce development needs and limitations to growth in companies based on data collected through structured interviews and surveys with unions and employers;
  • Develop strategies to assess and recruit women, minorities, limited English speakers, veterans, older workers and other under-represented groups into apprenticeship programs;
  • Support outreach and retention efforts to ensure equity, inclusion, and accessibility of programs, at times directly overseeing the recruitment process;
  • Monitor progress on programs to ensure milestones and outcomes are met;
  • Develop and strengthen relationships with community organizations focusing on serving under-represented groups in order to help employers recruit new employees for career pathway occupations in manufacturing production and technology;
  • Maintain records on individual enrollees, including contact and emergency contact information; demographic information; veteran’s status; education information and assessment results;
  • Collect and analyze program and participant data (monthly or as needed);
  • Assist register apprenticeships sponsors with their application, added trades, and program implementation and documentation;
  • Maintain case management records, outcome data including employer name and address, Journey Worker job title, wages, educational success, credentials received, 6 and 12-month retention and career/wage advancement data;
  • Develop and manage Requests for Proposal (RFP’s) and contracts;
  • Support employers, sponsors, training providers, and other key partners with challenges encountered with apprenticeship programs;
  • Report successes and challenges to internal and external stakeholders.
