Senior Policy Analyst

Based in New York City, NY or Albany, NY offices

We are currently looking for a Senior Policy Analyst to be based in our New York City or Albany offices. The Senior Policy Analyst must have a demonstrated understanding of health care and labor policy at the State and Federal levels as well as a proven ability to analyze the health care industry, market trends and the economic and labor implications of legislation and regulatory practices. Skills should include: familiarity with the legislative process, regulatory agencies and the health care landscape; analyzing and interpreting cost, utilization and other health care data; analyzing and interpreting government budgets, law and regulations; drafting policy and legislative proposals, and presenting research in a clear and concise manner. Policy analysts work in conjunction with organizers, members and labor leaders on legislative, organizing and contract campaign projects.

Responsibilities include:

  • Advocate effectively for Union policy positions
  • Monitor industry trends, legislative and regulatory activity and healthcare policy developments
  • Analyze proposed legislation and regulations
  • Develop and draft legislation to further the Union’s agenda
  • Prepare explanatory materials on health care, labor and other policy areas
  • Analyze financial data from healthcare institutions and other employers
  • Attend membership, employer, government or policy-related meetings and events as needed

Requirements include:

  • Minimum BA degree, MA degree strongly preferred, in Healthcare Policy, Public Administration, Law or other related area
  • Experience with government agencies and/or legislative processes, preferably in New York State
  • Computer skills with word processing and spreadsheet programs and online research are necessary. Experience conducting data analysis using SQL or Python a plus.
  • Excellent writing skills and interpersonal skills are essential.
  • Must demonstrate ability to work independently and be willing to work flexible hours.
  • Travel as needed.
