Senior Bookkeeping Entry Operator

Based in Washington, DC

The National Association of Letter Carriers (NALC) is seeking an Accountant I at our DC Headquarters, located a stone’s throw from the U.S. Capitol Building. The position is a bargaining unit position (OPEIU Local 2) and will be responsible for bookkeeping and data entry functions, including incoming calls, e-mails, U.S. mail, interoffice mail, copying, scanning, filing, and faxing. Duties and responsibilities include the following:

  • Handle information requests from branches, members, USPS HRSSC (Human Resources), unions, and others.
  • Administer letters to USPS HRSSC, such as:
    • Transfer of carriers to clerks’ union (APWU)
    • Transfer of carriers to rural carriers’ union (NRLCA)
    • Transfer of carriers to mail handlers’ union (NPMHU)
    • Removal letters from dues withholding for non-members and members in a no-pay status
    • Removal letters for carriers transferred to postal inspection service and/or postal police
    • Removal letters for members added in error
    • Form 1188 letters: craft transfer, dues deduction cancellation, untimely completion of form (missed window)
    • Form 1187 letters: addition of members to dues withholding program
    • Removal letters for USPS promotions
  • Letters to branches, members, and/or other unions regarding reciprocal agreement, explaining the refund policy, and explaining the (ELM) Employee and Labor Relations Manual and how these policies should be implemented.
  • Issue refunds for members transferring into NALC in accordance with NALC HQ Refund Policy.
  • Letters to the APWU, the NPMHU and the NRLCA unions to cancel their dues for member transferring into the NALC.
  • Receive copies of letters from the APWU, the NPMHU, and the NRLCA unions in response to request for cancellation of their dues for NALC transfers.
  • Serve as back-up for Switchboard.
  • Serve as Tour Guide during member / guest visits to building.
  • Send bi-weekly reimbursement and quarterly annuity reimbursement listings.
  • Assist the Membership Department on occasion with data entry or filing Form 1187.
  • Assist with miscellaneous mailings needed by the NALC.
  • Other duties that may be assigned.

Regularly 35 hours per week: Monday – Friday, 9 am – 4:30 pm. May require a work schedule before or after this regular shift, based on business needs.

EXAM REQUIRED: All final candidates will be assessed on-site through software testing to determine the technical qualifications of each final candidate.
