Legislative Director

Based in New York City, NY

The Professional Staff Congress, AFT Local 2334, is a progressive, activist union representing 30,000 faculty and staff at the City University of New York. The PSC is seeking to hire an experienced individual who will work closely with the leadership of the union to carry out and oversee the union’s legislative campaigns, coordinate the research and analysis of legislation and public budgets, and facilitate electoral and coalition-building work. This is a professional, unionized position.

Responsibilities:

  • Working with the appointed PSC Legislative Representative and Officers, oversees and coordinates work of staff, union leaders and members to develop and carry out lobbying strategies on state and city budgets and campaigns on legislative initiatives; serves as primary staff person to Legislation Committee
  • Develops project-planning, implementation and team-building models for projects related to political action, legislation and coalition-building and assesses strategies to meet union goals in these areas
  • Oversees work of staff, interns, consultants and member volunteers—coordinated with professional staff and Officers where appropriate—in political/legislative, policy, electoral and coalition-building work
  • Conducts and oversees policy research and materials preparation concerning higher education issues, budgets and legislation-related issues

Qualifications:

  • At least 7 years’ experience working for a labor union, a public university and/or an elected official in NY State/City, performing work related to responsibilities above:
    • Planning and managing legislative and electoral campaigns including developing detailed work plans to support member participation
    • Analyzing legislation and public sector budgets, especially in a New York State or New York City context—experience in higher education policy and institutional research a plus
    • Project management, researching issues, preparing reports and strategy proposals
    • Building and working in coalitions
    • Supervising/coordinating staff and developing teams
  • Excellent organizational skills and attention to details
  • Excellent written and verbal communication skills
  • Facility with data management and research software;
  • Demonstrated commitment to progressive trade unionism
  • Demonstrated ability to work in a team environment and accommodate multiple perspectives

Education & Other Requirements:

  • Baccalaureate or more advanced degree required in an appropriate field
  • 3 full-time employment references

Compensation: $110,000+, based on experience; comprehensive benefit package
