Summary job description

  • Position announcement:  Special Populations/Programs Coordinator
  • Location:  Washington Education Association Headquarters facility – Federal Way, Washington
  • Supervision:  The Special Populations/Programs Coordinator will function as a member of the Center for Education Quality-Professional Practice (CEQ-PP) team.  The incumbent shall report to the CEQ-PP Director.
  • Purpose: Develop and coordinate the WEA special education programs, programs serving special populations, and early childhood efforts designed to improve the quality of and access to public education for all students.

Responsibilities and essential job functions

  • Collaborate with a team to integrate and coordinate for the purpose of delivering member-focused statewide professional development through WEA’s Professional Development Network
  • Develop and deliver statewide training programs to assist public schools in providing students the opportunity to achieve their full potential, while ensuring that the rights of students with disabilities are preserved and their educational needs addressed
  • Partner with special education families, advocates, and organizations with local and/or state association involvement
  • Coordinate and oversee the WEA Special Education grants, programs, and cadre trainers
  • Partner with other state agencies and OSPI State Needs Grant grantees to maximize training opportunities
  • Serve as staff consultant to member groups, WEA committees, task forces and work groups related to educational reform, special education and early learning
  • Based on special education law, assist leaders, members (certificated educators and Education Support Professionals), colleagues and stakeholders in navigating special education-related issues and situations for the best possible outcomes for educators and the students they serve
  • Facilitate leadership with state and district formative and summative assessments and accommodations associated with those assessments for all students including those served in categorical programs
  • Understand and use federal and state funding allocation information and district expenditure reports to assist in bargaining, public policy and legislative issues
  • Serve as an early childhood education resource, particularly in the areas of assessments and funding
  • Facilitate district and building work teams to create categorical service delivery models that create change in support of student learning
  • Serve as a resource regarding diverse Education Staff Associate (ESA) roles, licensure and policy issues affecting each ESA group
  • Provide special education and special populations expertise and legal guidance to support WEA, local leaders and bargaining teams in advocating for educators working with students with disabilities
  • Work collaboratively with WEA staff, local leaders, members and others to address, educate and promote education reform and regulatory issues, and improve learning for all students, including those served in categorical programs
  • Seek and develop grant potential for providing educational reform services
  • Support and advance the WEA mission, goal, core values and priorities
  • Perform other duties as assigned

Minimum job requirements

  • Ability to understand laws, policies and content impacting students with disabilities and education reform; extensive knowledge of federal and state regulations for IDEA, Section 504 and ESSA, as well as federal and state funding allocations
  • Ability to effectively use federal and state regulations to advocate for the professional rights of WEA members
  • Strong understanding of federal and state early childhood policies and their impact on classroom practice
  • Knowledge of licensure and understanding of the diverse Education Staff Associate (ESA) roles and policy issues affecting each group
  • Ability to accurately monitor and report grant budget expenditures through various systems (e.g., OSPI iGrants system)
  • Knowledge of early childhood assessments and early childhood special education funding
  • Master’s Degree in Special Education/ESA or comparable education and/or experience
  • Five years experience in special education, including classroom or therapeutic experience
  • Experience working with communities of color and/or with historically underrepresented groups to enhance civil rights
  • Knowledge of human learning and development and methods to achieve performance standards in regular and special education classrooms
  • Successful experience as a trainer and coordinator of programs and training teams; knowledge of effective adult learning practices
  • Ability to assist/facilitate building staff and communities in the process of educational improvement
  • Knowledge of current research on effective instructional practices, professional development and assessment
  • Experience and background in public policy, including but not limited to legislative action, public and private agencies, and diverse community organizations
  • Background in bargaining and ability to translate regulatory changes into bargaining strategies
  • Ability to work in a fast-paced, team-oriented work environment
  • Excellent writing and oral communications skills
  • Ability to work some evenings and weekends
  • Must be able to travel within Washington state
  • Ability to obtain and maintain a valid Washington State driver’s license, possess a satisfactory driving record, and have a dependable automobile for Association travel; proof of automobile insurance with liability limits of at least $100,000/$300,000 required

Salary and benefits

  • Annual salary range: $103,029 to $146,957 – Level V
