Based in Augusta, ME
The Maine State Employees Association, Local 1989 of the Service Employees International Union, a progressive and dynamic statewide member-run labor union representing over 13,000 public and private sector workers in the State of Maine, is accepting applications for the position of Information Technology Specialist – Database Focus.
The position is responsible for, but not limited to:
- Performs a full range of system administration functions in order to control systems and attain maximum optimization, utilization and efficiency.
- Designs and implements system security measures such as access controls, system accounting, and disaster recovery in order to ensure and maintain system integrity and availability.
- Participates in the development and implementation of union information system policies to establish and maintain union operating standards and procedures.
- Develops, coordinates, and conducts training programs to provide staff with required skills and knowledge of system capabilities.
- Participates in the development of internal data management plans and coordinates plans and activities with staff.
- Participates in the planning, implementation and management of special projects to develop project management skills and provide assistance in achieving union information systems objectives.
- Query construction and troubleshooting (both basic and advanced) within a Microsoft SQL database environment.
- Membership data maintenance, including membership application processing & reporting.
- Maintenance of import templates, customized batch processing, and financial-based dues batch processing.
- Collaborates in the development of database structure add-ons.
- Works closely with co-workers and outside programmers.
- Establishes and defines data elements, relationships among elements and physical structures in order to establish and maintain data consistency and organization.
- Implements, optimizes and maintains database and data in order to ensure performance benchmarks of database systems.
- Recommends solutions by defining functional capabilities, database security, data back-up, and recovery specifications.
- Maintains computer network systems, servers and hardware as assigned.
- Assists with:
- Install & configure hardware, software and networks for PC’s/servers with multi-user operating and/or networking systems in order to establish and maintain union information systems.
- Perform fault isolation and repairs in a complex computing/networking environment independently or in consultation with the director and vendor in order to diagnose and correct system problems.
- Program, operate, troubleshoot and monitor union predictive dialer system in support of union activities and programs as well as approved leased activities.
- Perform mid-level HTML programming of union’s website and online survey systems.
- Perform mid-level programming and configuration of union’s VoIP based phone system.
Knowledge, Skills and Abilities Required:
- Ability to function independently and within timelines under limited supervision.
- Knowledge of database structure and software
- Experience establishing and maintaining database performance benchmarks
- Ability to troubleshoot and solve complex technical computer problems, and articulate system malfunctions for technical support.
- Maintains system integrity through application of established backup, restore and DR practices
- Knowledge of complex multi-user network systems
- Ability to establish and maintain effective working relationships.
- Ability to develop and coordinate training programs, for staff and members in computer utilization and application.
- Ability to balance conflicting demands successfully to complete duties in a broad range of areas and to carry out assigned and required tasks in a competent and professional manner, in keeping with MSEA SEIU’s overall goals and expectations.
- Must be able to handle multiple “priority” projects simultaneously and meet established deadlines
- Ability to quickly understand and adapt to new technologies and procedures
- Detail oriented with the ability to think independently and detect problem issues
- Ability to work well under pressure to meet deadlines
- Demonstrated ability to work both independently and as a member of a team
- Demonstrated ability to work with various departments in the organization, including management.
- Bachelor’s Degree in Information Technology or an equivalent combination of education and experience is required.
This is a confidential, salaried professional position in the MSEA SEIU organization. Some late night and weekend work required. A valid driver’s license and reliable transportation are required.
