Business Representative

AFSCME Local 1902 is a local union organization representing water districts of Southern California and directly affiliated with The American Federation of State, County and Municipal Employees. Founded as the Employees Association of the Metropolitan Water District, we also represent the employees of the Crescenta Valley Water District, Foothill Municipal Water District, Joshua Basin Water District, Quartz Hill Water District, Water Replenishment District, Rosamond Community Services District and Twentynine Palms Water District. Our bargaining units include approximately 1400 total employees represented, at about 90% membership. We protect the rights and safety of workers who make clean, reliable water available to all of Southern California.

Title: Business Representative

Brief: This is a salary (exempt) position that will be responsible for representing members and the Union in all aspects of representation from informal grievances and disciplines through arbitration, collective bargaining/negotiations, impasse, fact-finding, mediation and all other areas of representation. The individual should have experience and knowledge of the Meyers-Milias-Brown Act, Public Employees Relations Board, and other laws and regulations as it relates to public employees in California. Individuals in this position may be tasked to assist in other areas such as organizing and political work including appearing before governmental councils, boards, coalitions, and other labor organizations.

This position will require the exercising of independent judgment with minimal guidance and supervision with high levels of responsibility.

Job Duties:

  1. Negotiate collective bargaining agreements (first & successor agreements), classification & compensation studies, contract campaigns and training of new and emerging leaders. May be required to take bargaining to impasse and fact-finding.
  2. Draft, review, and edit Memorandums of Understanding (MOU), Side-letter agreements, policies/procedures, job descriptions, and other related documents.
  3. Monitor collective bargaining agreements for compliance and handle all aspects of grievances/case management including disciplinary appeals, Skelly hearings, and arbitrations.
  4. Author and file information requests, including Public Records Act requests.
  5. File, prepare, argue, examine, and author briefs on behalf of the Union and its members in arbitration and PERB matters.
  6. Negotiate and draft settlements and side-letter agreements as they pertain to grievances, arbitrations and bargaining (including impasse and fact-finding).
  7. Research, understand, apply, convey, and argue applicable laws to bargaining unit members, District counterparts and their representatives.
  8. Train and support stewards and officers in representational work.
  9. Assist leaders and staff with internal and external organizing campaigns including recognition and PERB filings.
  10. Other related representational duties as required.

Minimum Requirements:

  1. At least two (2) years’ experience: representing employees; acting as a public employer representative and/or a combination of related education and work experience preferred.
  2. Extensive knowledge of labor unions and labor relation issues.
  3. Proficient knowledge in Labor and Employment laws, rules and regulations.
  4. Possess a valid California driver’s license.
  5. Be able to show proof that establishes identity and eligibility to work in the United States as of hire date.

Desirable Qualifications:

  1. Strong commitment to worker rights and building the labor movement.
  2. Experience in labor representation from grievances through arbitration.
  3. Proficient in researching, interpreting, and applying workplace rules, regulations, administrative codes, ordinances and MOUs.
  4. Strong verbal and writing skills including ability to speak publicly to large groups of people and public officials.
  5. Strong organization skills and experience in high-stress environment.
  6. Knowledge of Microsoft Excel, Power Point, Word, Outlook and Internet.
  7. Ability to quickly adapt and learn proprietary database and web based software.
  8. Knowledge of standard business documents and practices.
  9. Ability to communicate and relate respectfully with a diverse membership and staff.
  10. Ability to exercise independent judgment to solve operational problems.
  11. Ability to manage multiple and competing priorities and work well under pressure.
  12. Ability to work independently and with initiative.

Location: Los Angeles, CA

Travel: (Frequent) Individuals in this position will be required to travel to various locations throughout Southern California where members are located for hearings, grievances, and other representational or investigatory meetings. (Infrequent) Additionally, some training and conferences occurring in and outside of the state, may be required.

Salary Range: $69,640.17 – 88,898.89; potential for merit increase after first six (6) months of employment and every July thereafter.

Physical Demands: Extensive sitting and use of computers, lifting up to 20 pounds, frequent and lengthy travel via automobile and other means of transportation.

Hours of Work: Varies. Expectation is that when not working in field, will be available in office Monday thru Friday during business hours (8a.m. – 4p.m.) with every other Friday off. May be required to work evenings, regularly scheduled days-off and weekends to meet the needs of members.
