Policy Specialist/Strategic Researcher

Based in Oakland, CA
(With frequent travel to Sacramento)

The Engineers and Scientists of California Local 20, International Federation of Professional and Technical Engineers, AFL-CIO & CLC is a dynamic, democratic and activist labor union that represents approximately 7000 workers throughout Northern California. The Local has a staff of 21 and is headquartered in Oakland. ESC Local 20 members are highly-skilled professionals em-ployed principally at Pacific Gas and Electric Company (“PG&E”), Kaiser Permanente, and vari-ous private and public health care facilities and local and federal government agencies.

Position Summary:

Under the direction of the Executive Director, the Policy Specialist/Strategic Researcher is re-sponsible for development, oversight, and management of the union’s policy work related to the industries that employ our members.  Our local seeks a skilled researcher and analyst who also has the ability to communicate about and advocate for specific policy positions.

The Policy Specialist/Strategic researcher in collaboration with other ESC staff and ESC mem-bers, will work to monitor industry and governmental developments and represent the interests of ESC in forums including elected and regulatory bodies, political and policy coalitions, and meet-ings with elected and industry leaders.

Duties & Responsibilities:

  • Works with union officers and senior staff to determine policy needs and provide strategic pol-icy support.
  • Analyzes policy initiatives at all levels of government and prepares briefing materials, re-sponses, options, and recommendations for officers and senior staff.
  • Prepares briefing materials and delivers presentations for governmental bodies, elected offi-cials, advocacy groups, community allies, union members and staff.
  • Initiates policy research and drafts white papers as necessary to develop and promote public policies supportive of the union’s interests.
  • Tracks government activity in forums such as the Legislature, the CPUC, and any other rele-vant bodies or agencies related to industries in which union members are employed.
  • Reviews industry publications, scholarly articles, and governmental reports; meets with federal, state, and local legislative staff and agency officials; consults with advocacy groups; and confers with leaders and staff of other unions as necessary to inform and develop the union’s public policy positions.
  • Works collaboratively with union’s other representatives (lobbyists, attorneys, senior staff) to advance the public policy interests of the membership.

Qualifications:

  • Ability to initiate and complete work with a strong sense of autonomy and independent judg-ment.
  • Excellent analytical skills and communication skills (written and oral).
  • Knowledge of, and/or willingness to develop expertise in, the industries and professions in which ESC Local 20 members are employed.  Prior experience with policy related to utilities and/or health care systems is preferred.
  • Five years or more successful prior experience in policy and advocacy work.
  • Experience with California state politics and policymaking.  Experience with CPUC (California Public Utilities Commission) desired.
  • Thorough knowledge of issue development in a political context preferred.
  • Ability to work with people from other cultures and backgrounds.
  • Prior union experience preferred, but not required.

Requirements:
Work may be performed in an office setting and/or in the field. Long and extended hours are not uncommon. Travel is required.

Job Location:
This position is located in downtown Oakland, CA.  Frequent travel to Sacramento will be required.

Compensation is highly competitive and step placement is dependent on experience and qualifications.  Outstanding benefits package includes fully-employer-paid family medical and pre-scription coverage.  The Union provides a 401(k)/Pension employer contribution of 21% of the annual base salary.  The position has generous time off benefits that include vacation and com-pensatory time off provisions.  The position will be covered the United Labor Professionals col-lection bargaining agreement.
