New York State Legislative and Campaigns Director

Communications Workers of America (CWA) District 1 is hiring an NYS Legislative and Campaigns Director. This is a full-time, temporary position with a competitive salary and excellent benefits.
Applicants must have at least 6 years of experience of legislative and/or political organizing and advocacy in a senior leadership role within a union or other grassroots membership organization. The Legislative and Campaigns Director will have primary responsibility for developing a legislative program that advances issues of concern to CWA members and a pro-working families agenda, and that activates union members year-round to build the power of the union. Responsibilities will include developing strategies and tactics to promote the union’s legislative agenda, including catalyzing joint campaigns with a range of local, state and federal organizational allies, as well as with elected officials; developing relationships with legislators at the state, local and federal level, and advocating for the union’s agenda with these representatives; and mobilizing members to support the union’s agenda and contract fights. We are especially seeking candidates who have been recognized as leaders in their previous fields of work and have a strong commitment to building progressive movements for social change.
CWA District 1 is a progressive union representing 140,000 workers in telecommunications, public sector, healthcare, media and manufacturing in New York, New Jersey, and New England. About 65,000 of those members live in New York State.
RESPONSIBILITIES:
- Develop and implement the union’s legislative program, including identifying sponsors, tracking bills, coordinating lobby days, coordination with legislative coalition partners, assisting with research and preparation for testimony, and lobbying.
- Supervise and draft content for policy advocacy materials, such as legislative Fact Sheets and testimony.
- Develop and run campaigns to support the union’s contract and other campaigns.
- Work with the Political Director to mobilize members to support the union’s agenda and contract fights.
- Work with the Political Director on the union’s political and electoral work.
- Work closely with communications staff to develop plans to reach our campaign and advocacy goals, including working across teams to manage rapid response strategic communications, and working collaboratively with communications staff on long-term plans for our campaign and partnership work.
- Work with members in various parts of the state, including working with individual locals to educate and mobilize our members.
- Represent the District with progressive organizations and coalitions involved in electoral and other campaigns where labor has a stake.
- Other related responsibilities as needed.
Office is based in New York City and job requires some travel within state.
QUALIFICATIONS:
- At least six years’ experience and a proven track record in one or more related fields: political/legislative advocacy, lobbying, union leadership/organizing, contract campaigns, non-profit leadership/organizing.
- Experience with electoral campaigns is a plus.
- Dynamic interpersonal skills and ability to build strong relationships with diverse constituencies.
- Excellent verbal and written skills.
- Familiarity with unions and labor movement structure.
- Ability to gain deep issue fluency quickly; demonstrated ability to gain fluency in new policy areas.
- Ability and desire to work in a fast-paced environment and manage workflow across departments: You prioritize and switch gears quickly between the multiple projects. You successfully plan and coordinate workflow across teams, consistently meet deadlines.
- Compelling public speaker: You have a track record of compellingly representing organizations in multiple forums, including delivering legislative testimony, speaking with the media, and presenting on public panels.
- Familiarity with and connections across the progressive and social justice movements: You have a strong set of relationships within the progressive movement, ideally including both national and state-based policy, advocacy and grassroots organizing groups and networks.
- Experience and expertise with our core issues: workers’ rights, collective bargaining, telecommunications, public sector, healthcare, racial justice.
- Willing to travel within New York State (driver’s license required).
- Willingness to work evenings or weekends, when needed, and at times long hours; ability to work independently while contributing to a strong team spirit.
- A commitment to building a strong labor movement dedicated to economic, social and racial justice.
- Strong computer skills and proficiency with the Microsoft office and Google suite.
DIRECTION AND DECISION MAKING
The Legislative and Campaigns Director reports to the Assistant of the Vice President.
