TITLE: Senior Strategic Research & Health Policy Advisor
REPORTS TO: Executive Director

POSITION SUMMARY
The Senior Strategic Research & Health Policy Advisor conducts high-level financial analysis of hospital/health systems and health policy research in support of organizational priorities. This position provides strategic support in the identification, development, and advancement of campaigns and initiatives that maximize bargaining effectiveness, increase WSNA representation of our members, and move a policy agenda to advance the interests of Registered Nurses in Washington State.

DUTIES

  • Conduct in-depth financial research and analysis of hospitals and health systems and worker benefits to advance contract bargaining and policy priorities.
  • Provide research and strategic support in the evaluation of potential or existing organizing campaigns for the purpose of determining courses of action on matters of strategic significance prior to the commitment of WSNA resources.
  • Participate in strategic planning with executive team on organizational priorities and other confidential matters.
  • Assist in formulating and effectuating organizational policies, and expressing and making operative those policies with respect to strategic campaigns and health policy.
  • Research, analyze, and advocate on health policy issues.
  • Prepare briefs on various policy proposals impacting WSNA members and the health of our community.
  • Apply complex analysis of financial implications on collective bargaining agreements.
  • Develop materials and presentations to use for potential bargaining proposals, organizing and issue campaigns.
  • Prepare reports and conduct education/training for and with WSNA staff for the purpose of engaging WSNA membership and community partners on key issues.
  • Remain up-to-date on state and national trends in the healthcare industry and nursing.
  • Develop annual or biannual surveys, analyze the results, and develop strategies to use the findings to engage members and support organizational priorities.
  • Play a cross-functional role, coordinating routinely with WSNA staff in collective bargaining, organizing, communications, government affairs, political, and communications.
  • Work in collaboration with all levels of the organization, labor and community partners, government officials, health policy researchers or any other external group to advance organization goals and objectives.
  • All other duties as assigned.

QUALIFICATIONS

  • Advanced degree in Economics, Business, Health Policy, or other Social Science discipline is required. Professional work experience with labor unions is required. Accounting and financial analysis experience is required.
  • Experience in health policy as well as researching and analyzing employer, industry, and government data.
  • Experience in monitoring work for legal and regulatory compliance.
  • Extensive experience with advanced research techniques including computerized information gathering and ability to interface professionally and build relationships with company leadership, financial and industry advisors, consultants, and experts. Mastery of complex computer applications and extensive mathematical and computations skills required, as are project management skills, from development through final execution.
  • Ability to function effectively under stress and with multiple and simultaneously occurring project deadlines.
  • Excellent communication skills, both written and oral, with the ability to represent organization internally and externally across a wide range of stakeholders and constituencies.
  • Strong relationship builder with ability to find common ground, build consensus and strengthen collaboration amongst diverse stakeholders.
  • Requires effective working knowledge and experience with Microsoft Office.
  • Travel throughout the State and some national travel required.

LEVEL
The Senior Strategic Research & Health Policy Advisor is a full-time salaried exempt position.
