The Position
The Union of Concerned Scientists (UCS) is an independent national nonprofit whose scientists and engineers work to solve some of our planet’s most pressing environmental and safety problems. UCS combines technical analysis and effective organizing and advocacy to create innovative, practical solutions for stemming the tide of global warming, sustainable food policy and agriculture, energy and transportation, fighting misinformation and reducing the threat of catastrophic nuclear war.
Join UCS’s efforts to cut oil use and global warming pollution from transportation while building a better, safer more equitable transportation system. Use your modeling and analytical skills to evaluate sources of transportation emissions and the efficacy of strategies to reduce pollution and oil use. Then, put your analysis to work, collaborating with a crack team of advocates, media and outreach experts to bring your analytical findings from the world of models to the real world. This position will challenge you in many ways, requiring skillful analysis, persuasive writing for a variety of audiences, public speaking, and many other skills you have or will acquire.
Responsibilities
- Transportation Energy and Emissions Analysis
- Use models like the National Energy Modeling System (NEMS) to evaluate transportation emissions trends and projections, and the efficacy of different policies and strategies to cut these emissions.
- Communications
- Inform the public, policymakers, business leaders and the media about the latest policy-relevant findings on oil-saving strategies in a clear and accessible manner
- Write magazine articles or Op Eds for newspapers
- Act as spokesperson for UCS on transportation emissions and prepare responses for media requests; Write and review blogs for The Equation.
- Advocacy
- Help UCS advocate for smart policies with decision-makers at the state and federal level.
- Materials
- Prepare compelling written materials in a variety of formats ranging from short fact-sheets to longer reports or peer-reviewed journal articles.
- Expert Engagement
- Build and maintain working relationships with other experts in academia, government and industry through conferences and policy relevant research collaborations.
Qualifications and Experience
Position requires knowledge of transportation field, including vehicles and fuels technology and policy and current issues and their political/social/environmental/economic ramifications,
The post requires a master’s degree in economics, engineering, physical science, public policy, energy and resources or related field and 3 to 7 years of successful relevant and comparable experience, including background in research and policy development and analysis
Direct experience with economic models such as the National Energy Modeling System (NEMS) or other input-output models, stock and flow models, and engineering economic models is preferred. Position also requires familiarity with economics and public policy. Experience in the policy arena, strong communication skills as well as project management background are all important assets.
Extensive experience in communicating technical findings effectively to a wide variety of audiences, including the traditional media and social media, is highly desirable, as is knowledge of and experience in state and federal vehicle, fuel and transportation policies. Strong communication, public-speaking, relationship-building and teamwork skills are essential. Must be an excellent writer who is able to quickly synthesize complex technical information and write for a variety of audiences, often to tight deadlines.
Little or no exertion; may require extended periods at a computer; may require extended periods at a computer. Periodic travel (about 10% of the time) to events, conferences, speaking engagements, and other UCS offices will be required.
At UCS, comparable training and/or experience can be substituted for degrees when appropriate.

Compensation, Hours and Location: This is a full-time position based in UCS’s Washington DC office. For those who meet all position requirements, the salary is in the high 60’s to high 70’s depending on experience. UCS offers excellent benefits and a rewarding work environment.
