DUTIES:
- Oversees department’s field and mobilization efforts at the national, state and local level.
- Develops, evaluates and implements comprehensive field plans for issue campaigns, candidate campaigns ballot measures and others.
- Monitors state campaign operations, including field programs and budgets.
- Supervises staff work assigned to these efforts and works with them on plan writing, implementation, training needs and affiliate coordination.
- Working with PEOPLE Director, helps engage staff and affiliates in fundraising programs and efforts.
- Utilizes all available targeting and research information, such as NCEC, statistical models, polling, and voter file data to provide professional support and guidance to campaigns.
- With others, develops and implements political action training programs.
- Responsible for overseeing activist recruitment, lost time, and campaign deployment plans.
- Identifies and cultivates relationships with partner groups and organizations to enhance AFSCME’s political agenda and programs.
- Performs other duties as assigned.
REQUIREMENTS:
Education & Experience:
Graduation from an accredited four-year college or university with course work in political science and a minimum of ten (10) years of related experience with demonstrated competency in management of programs and previous supervision of staff or any equivalent combination of education and experience which provides the following knowledge, skills and abilities:
Skills
- Thorough knowledge of field, targeting and GOTV programs.
- Ability to craft and implement field and mobilization plans.
- Ability to recruit, supervise and evaluate staff.
- Advanced understanding of federal, state and local political finance regulation and laws.
- Advanced understanding of AFSCME operations at the national, state and local levels.
- Advanced knowledge of effective communications practices employed in political campaigns.
- Advanced ability to develop, analyze and implement political programs in a union environment.
- Advanced ability to develop and implement effective training programs and conduct workshops.
- Effective knowledge of and ability to monitor political campaign budgeting processes.
- Effective skills in group presentation and speechmaking.
- Knowledge of PC software applications including word-processing, spreadsheet and data retrieval software.
- Effective written communications skills.
